PLEASE READ CAREFULLY
CONDITIONS FOR ISSUANCE OF LONG TERM PERSONNEL MOVEMENT ACCESS PERMITS
- Only those persons who have a regular or routine official need to enter restricted areas of the airport shall be issued with annual access permits but limiting them to their individual specific areas of operations.
- Non-airport workers should not be issued with annual access permits unless there are exceptional needs. In such cases a very careful check shall be made to establish the bonafides of the individual applying for the access permit.
- Initial application for annual access permits shall be made in writing by employers to the Managing Director KAA who when satisfied with the justification will issue prescribed application forms for completion by the applicant/s and vouched by their employers. Station Manager shall be responsible for processing and issuance of access permits, in their respective airports.
- Applicants shall be vetted prior to issuance of the pass after producing palmed finger print checks by Criminal Investigation Department. In case of a non-airport worker qualifying for an annual security pass, his or her application shall not be approved or pass processed until original certificate of good conduct from CID Headquarters is produced and certified copy retained.
- When a holder of an annual access permit is discovered to have past criminal record, which he or she had not disclosed in the prescribed application form, the permit shall automatically be withdrawn. All except diplomats shall be subjected to security vetting.
- Clearing and Forwarding agents with or without offices at airports shall not be issued with long-term security permits. Special gate passes for access to the landside of the freight terminal shall be the responsibility of the airfreight operators.
- Employees of car hire services, hotel, tour and travel companies with offices on landside or off airports do not qualify for airport passes.
- At Jomo Kenyatta International Airport, each embassy shall be entitled to a maximum of 6 airport security permits of which two will be for the head of missions and spouse and four (4) for collection of diplomatic pouches. International Organizations accredited to Kenya will be entitled to 3 while honorary consulate 2- i.e. for the consul and spouse. U. S. Embassy, British High Commission and UNON will be issued a maximum of 12 each. International non-governmental organizations shall not qualify for annual access permits.
- All diplomatic passes shall be applied for, through the Ministry of Foreign Affairs. Diplomats on special attachment to General Service Unit, Department of Defense and any other Government Department shall not qualify for annual access permit but will be considered for daily visitor’s passes on written recommendation from the departments they are attached to.
- Tour operators and travel agents shall not be issued annual permits and these included those with standing contracts with diplomatic missions and international organizations accredited to Kenya.
- Staff of parastatals not based at the airport shall not qualify for long-term security permits but may be considered for daily visitors passes on payment or otherwise as directed by Managing Director KAA when there is a legitimate need.
- Annual access permits shall not be issued to civil servants, Police and military personnel not based at the airport except a limited number for personnel in the Ministry of Foreign Affairs, Central Bureau of statistics, Department of Defense and Airport General Service Unit, or otherwise as directed by the Managing Director KAA when there is a legitimate need.
- Personnel of companies operating in the airside but not based at the airport shall not be issued annual access permits but may be considered for daily visitors airport access permits as and when official need arises.
- The issuing office shall maintain a register record in respect of and category of permits issued to include the following information. Pass serial number, date of issue, full name, organization, section, date of expiry and remarks.
- The issuing office shall conduct annual verification of access permits holders.
- Where an access permit holder is transferred from one airport to another or off airport or his/her duties no longer require operating on airside or leaves employment for any reason, or is indicted or suspended from performing duties in restricted areas the employer shall ensure the permit is surrendered to the issuing authority immediately.
- An employer shall be held responsible for retrieval and surrender of the access permit immediately but not later than 15 days in respect of his employee who has left employment as stated in 4.16 above.
- Upon loss, an access permit shall be replaced only on production of a Police abstract report after completion of the prescribed loss report form. The permit reported lost shall be put in the security stop list.
- Written record of approved application form for access permits should be safely kept and issue of permit shall be against signature of the holder in a control register.
- Annual access permit shall reflect the following features:
(a) Holder photograph
(b) Permit serial number
(c) Date of issue and Expiry
(d) Holders name
(e) Name of applying Organization
(f) Area of access
(g) Holders nature of work
(h) Identification number of the holder
- For Kenya Airports Authority Contractors payment for permits or exemptions shall be clearly spelt out in the contract document.
- Non- Kenya Airports Authority Contractors should pay for their passes.
